Tlingit & Haida Names Director of Innovation and Development for 477 Workforce Plan

The Central Council of the Tlingit & Haida Indian Tribes of Alaska (Tlingit & Haida) hired Holly Snowball Morales as 477 Director of Innovation and Development. Morales has represented Alaska on the National 477 Tribal workgroup, the number referring to Public Law 102-477, the Indian Employment, Training, and Related Services Demonstration Act of 1992.
Previously serving as the Deputy Operating Officer at Cook Inlet Tribal Council, Morales works from Tlingit & Haida’s Anchorage office to lead, side-by-side with 477 Manager Jesse Parr, the development and implementation of Tlingit & Haida’s 477 workforce plan.
Born and raised in Anchorage, of Yup’ik and Irish descent, Morales earned a bachelor’s degree in organizational management from Alaska Pacific University. During her twenty-seven years at Cook Inlet Tribal Council, Morales oversaw programs and initiatives aimed at improving the lives of Alaska Native families, with a strong focus on community-driven solutions. Morales’ expertise spans both operational management and strategic planning, as well as cross-functional team leadership.
Morales is a seasoned leader with extensive experience in tribal administration, grant management, and organizational leadership. Morales played a pivotal role in advancing the organization’s mission to strengthen the social, cultural, and economic well-being of Alaska Native people and communities. Her work was integral in fostering collaboration across multiple sectors, from workforce development and case management to youth and families.
A proud Alaska Native, Morales draws strength and inspiration from her heritage and is passionate about empowering future generations of Native leaders. “I want to thank Tlingit & Haida for welcoming me and I look forward to working with the Tribe to continue to grow and expand services to empower families and further strengthen tribal sovereignty,” Morales says.
